Edward “Chicken” Welch was a young hooligan who had frequent run-ins with the law for assault, profane and vulgar language, and highway robbery. He was the leader of the Albany Street Gang, the lowest brand of sneak thieves and highwaymen, headquartered in a saloon called the Bag of Worms.
